Hong Kong Decides To Outlaw Various National Security Crimes




On Wednesday, Carrie Lam, the Chief Executive of Hong Kong has said that the city will outlaw a host of new national security crimes.

During her opening session of the first legislative session of a new “patriots only”, she vowed to bring in new security laws. Her commitment is to bring an array of new security laws for the city.
The details of the Crimes which would be included in the planned “local legislation”, is not yet clear. The purpose of introduction of new laws are expected to meet a constitutional requirement for Hong Kong and also to have its own national security law.

The list of laws laid out in article 23 of Hong Kong’s mini-constitution, include the treason, secession, sedition, subversion and theft of state secrets. Few other laws included in Article 23 also restricts the involvement and foreign political organisations in Hong Kong and also restricts conducting political activities in city. This laws also stops the foreign political parties to have ties with local political organisations.

In June 2020 Beijing have imposed national security laws on Hong Kong and this is existing as on day, these laws broadly cover the acts as secession, foreign collusion, subversion and terrorism. Lam and Beijing both believe that it since Hong Kong is not able to pass its own law, therefore it becomes necessary to impose the law. Though in previous attempts, they have faced opposition and protests.

In past many people have been arrested under the Beijing law. An estimate of more than 150 people, including journalists and opposition politicians were arrested amid a broader crackdown. Not just that, some recent incidents of crackdown has shown that the law ensures thar “only patriots govern Hong Kong”. This laws was handed by UK to China in 1997, reducing the residents’ democratic participation in the election of the legislative council and introducing extensive roadblocks to those who
oppose the pro-Beijing government from running.

Last year in December. During the elections, it was observed that the voter turnout was the weakest in decades.

During her speech Lam said “With the leadership and staunch support of the CG, Hong Kong was now back on the right track of one country, two systems.”
